Use a consistent process to assess, treat and review risks.
Operational and project managers
Bring risk evidence into day-to-day choices.
Risk and compliance professionals
Connect the framework with the records and decisions it supports.
Advisers and consultants
Support a structured approach without confusing a training credential with regulatory approval.
Before you start: A fundamental understanding of ISO 31000 and comprehensive knowledge of risk management. Foundation is not a mandatory prior certificate.
Learning objectives
Connect the concepts to decisions.
Explain risk concepts and principles.
Contribute to establishing and improving a framework.
Apply the risk-management process to an organisational context.
Topic group 1
Introduction and the risk-management framework.
Topic group 2
Initiating the process and assessing risk.
Topic group 3
Treatment, records, reporting, monitoring, review, communication and consultation.
These topic groups follow PECB’s classroom outline: 3 teaching days plus an examination day. They are not scheduled NZ classes. Self-paced study time varies; CPD credit is not a guarantee of completion time.
Passing the examination does not automatically award a full credential. PECB checks your experience, activity evidence and application. All tiers require agreement to its Code of Ethics. Non-Provisional credentials have a three-year maintenance cycle and PECB-set fees; first-year maintenance is included where applicable under the current package policy.
This page lists the two application tiers in the current Risk Manager handbook. Higher-tier eligibility should be confirmed directly with PECB rather than assumed from the course title.
ISO 31000 provides guidance rather than requirements for organisational certification. Your personal credential does not certify your employer.
Apply your learning
A decision worth examining.
Original fictional example—not a client case study, official PECB question or compliance determination. Nothing is scored, stored or sent.
A service provider is changing a critical supplier.
A New Zealand service provider plans to move a customer-facing system to a new supplier. A faster migration may reduce cost, but interruption during the change could affect service commitments. Before choosing a treatment, the team needs to agree what it is protecting and how a decision will be made.
Start with the decision
Write the objective, stakeholders and boundary. Ask what information would change the decision and whose judgement is needed.
Make uncertainty visible
Record assumptions, evidence gaps and consequences. A neat colour in a risk register is not evidence that uncertainty has been resolved.
Give the action an owner
Compare options, name an accountable person and define what successful treatment would look like. Record the reasoning.
Set a review trigger
Choose a date or event that requires a fresh decision—for example a failed migration test, a changed service commitment or a supplier incident.
What would you challenge before approving the plan?
Ask whether the decision criteria are agreed, whether the evidence is sufficient and whether anyone has accepted responsibility for follow-up. Escalation should be tied to authority and objectives, not simply the largest number in a spreadsheet.
New Zealand context
Read the requirement behind the reference.
PSR GOV 2 calls for a risk-management approach “in accordance with the New Zealand standard ISO 31000:2018”. This security-governance reference is not a requirement for every organisation or individual to take a PECB course. Check the framework’s applicability to your organisation.

What is the risk-management standard in New Zealand?+
NZS ISO 31000:2025 is New Zealand’s identical adoption of ISO 31000:2018. Standards New Zealand published it on 17 October 2025, superseding AS/NZS ISO 31000:2009. The course addresses the international 2018 edition; it does not establish compliance with every NZ regulatory or contractual obligation.
Is ISO 31000 still valid, and is a new version coming?+
ISO 31000:2018 remains the published international edition. As checked on 11 October 2026, the replacement project is at Committee Draft stage 30.60. That is development work, not a published replacement. No final publication date is shown on the ISO project page checked.
Can my organisation be ISO 31000 certified?+
ISO 31000 is guidance, not a requirements standard for organisational ISO certification. Individuals can pursue PECB risk-management certificates or professional credentials. Training, passing an examination and receiving an individual credential do not certify an organisation.
Can I sit the examination from New Zealand?+
Yes, PECB offers online remotely proctored English examinations. You must meet its identification, device, internet and permitted-material requirements and book an available appointment. Check your selected time zone and NZ daylight saving. No particular appointment is guaranteed.
Is the examination open book?+
Yes, this examination is open book under PECB’s permitted-material rules. The English exam has 60 multiple-choice questions over 2 hours with a 70% pass mark. Open book does not mean unrestricted internet access or help from another person.
How does the included retake work?+
For Self-Study and eLearning, the examination and included retake must be used within 12 months of purchase. The first retake can be taken no earlier than 15 days after a failed first attempt. This examination deadline is separate from learning-material access.
Do I need to complete another ISO 31000 course first?+
A previous Foundation certificate is not listed as a mandatory prerequisite. A fundamental understanding of ISO 31000 and comprehensive knowledge of risk management. Foundation is not a mandatory prior certificate. Choose the course for your existing knowledge and responsibilities rather than assuming a compulsory sequence.
What credential can I apply for without professional experience?+
The Provisional Risk Manager route does not require professional experience. Passing and applying are still separate steps; PECB reviews the application and requires agreement to its Code of Ethics. A full professional tier requires the relevant experience and activity evidence.
What experience is needed for the Risk Manager credential?+
PECB lists two years of professional experience, including one year in risk management, plus 200 hours of risk-management activities for Risk Manager. PECB validates the application; an examination pass alone does not establish those requirements.
How long does the professional credential last?+
Non-Provisional credentials operate on a three-year maintenance cycle with CPD, PECB-set fees and ethical requirements. Risk Manager requires 60 CPD hours per cycle, Lead Risk Manager 90 and Senior Lead Risk Manager 180. Provisional credentials are exempt from maintenance. Check PECB’s current fee schedule rather than assuming a fixed lifetime cost.
Should I choose Self-Study or eLearning?+
Choose Self-Study if you prefer reading, exercises and revisiting slides. PECB eLearning adds recorded explanation and quizzes alongside the course materials. Both options are self-paced, not scheduled live tuition. Learning preferences and available study time matter more than an assumed guarantee that one format is easier.
What qualifications do I need to work in risk management in NZ?+
Requirements vary by employer, role and sector. This course develops knowledge; it is not an occupational licence or a guarantee of a job. Compare the experience, practical responsibilities and credentials expected for your intended role, and distinguish PECB’s Provisional and full professional tiers.
